Each of your characters can limit the extent of the damage, kill the sick or evacuate the healthy. All actions have consequences and one of these may be that you have to draw Raxxon cards, which, a bit like the crossroads cards in Dead of Winter, can turn the game completely upside down if special circumstances apply.
