The classic negotiation game by Allan B. Calhamer in the Renegade Game Studios edition, in which 2–7 players control the great powers of Europe in the years before the First World War. The box contains a game board, 147 double-sided country tokens, 70 armies and 70 fleets in wood, 7 bags, a rules booklet, a pad of 20 maps and quick-start rules in English.
Each round begins with negotiation, where any deal can be made and any deal can be broken. The players then secretly write orders for their units, and all orders are carried out simultaneously. There are no dice, so the outcome is decided by alliances and timing rather than luck. This edition uses wooden pieces instead of cardboard, and the game was inducted into the BoardGameGeek Hall of Fame in 2025.
