Diceless classic game about political intrigue, secret pacts and international conflicts.
Each player controls a country and its forces. Each turn starts with a negotiation phase where all players prepare their moves by writing down which armies are moving and where (possibly a time limit of 15-30 min). Then all their armies move simultaneously. To take over a territory, you must advance or support with the most armies. No dice. Diplomacy is paramount.
Don't trust anyone!
