Spillerne investerer i industrier, bygger fabrikker og jernbaner og leverer varer til markeder og kontrakter. Spillet kombinerer områdeflertal med arbejderplacering, hvor ens handlinger ikke kan blokeres af de andre, og kan spilles solo mod en automa.
